I recently (3 months ago) perchased a Percheron gelding. According to the paperwork that came with him he received his WNV vaccine on 9-25-02. (He was going to auction at that time, and I suppose his owner had the vaccine given to him just so he could say the horse was up to date on it...)

Since the vaccine is supposed to be good for a year, the next shot should be due the end of this september. But that's an odd time to vaccinate. In the early spring makes more sense to me.

My question is if I were to wait until next spring to give him his west nile shot, would I then have to give the booster again as well? Come to think of it I dont even know if this horse received the booster if the last september vaccine was his first...

I would give it this spring for the reasons you site, he may loose initial vaccine memory and looking at your profile, I believe you are in a high risk area. See if you can contact the previous owners for word on the initial series.
