  Discussion on 3 week foal slowed down on nursing today and mare's bags are very full

Our filly is 2 1/2 weeks old. She began her life not nursing the first night but we bottle fed her until she started on mom the next morning. Then everything has been going fine. Today we came home from church and noticed that the mare's bags were very full and the baby is nursing less frequently and we are going to take her temperature in a little while and just wanting any advice about similar situations and whether to be alarmed

Yes these are symptoms of a potentially serious problem and you should put a call in to your vet and together consider whether to have the foal examined (I recommend it from just the information here).
