If pasture is very limited, what are the advantages or disadvantages of feeding hyDrOponic fodder? Does anyone have any experience with this?

Back in the early 60's the barn where I rode installed a small building to grow hyDrOponic fodder - don't know if it was barley or something else. They fed a half a "biscuit" to each horse. The horses ate the tender grass shoots and roots as well. The horses loved it - and so did the owners.

All these years later, I still read about some people - especially in DrOught ridden areas - investing in these hyDrOponic growing houses to provide some fresh fodder for their horses, but not many. It seems like it might be a great solution to no pasture, poor hay, etc., etc., but if so, why do so few people use it?
