I just heard about a recipe for homemade fly spray using Pine Sol (and Apple Cider vinegar). Does anyone know if Pine Sol would be harmful to the horses?

Hmmm there is no doubt if you put straight Pine Sol on the skin of a horse after a while a lot of horses would get irritated. While I am sure you are using it diluted, I really do not know at what point it is not likely to be irritating.

I worry more about the caustic detergents in Pine Sol when I believe that the pine scent is what deters the flies. I use a lot of 100% essential oils and in very small amounts (a couple of DrOps to a tablespoon of carrier oil)pine essential oil is known to repel flies along with several other pests.

This came up some place else awhile back, and I sent a message to the makers of Pine Sol asking about the safety of using it on horses. Their reply was they didn't recommend using it on horses. I think that I would wear rubber gloves cleaning with it, so I don't think I'd want it on my horses skin.

If you do a search here or on the web for home made recipes you'll find many that work just as well as the expensive stuff you buy for horses.

I currently use the Dawn/Vinegar recipe. I add some DrOps of the following essential oils: Cintronella, eucalyptus, lemon, cedar wood. I use the roll type around the eyes and on the ears.

I use white vinegar, it's cheaper than apple cidar vinegar and works just as well.
