It took me about 6 months before I figured this out, but I wanted to share:

Buy a regular 50gallon plastic stock watering tank. About an hour before the meal, shake your hay loose into the tank (or you can do loosely whole flakes), alternating spraying it with water and adding more hay, until you get your "meal" amount in. Cover with water, or push the hay down into the water and cover it with a brick or something with weight to keep the hay under water. Let this sit for an hour and then use the drain hole on the tank to drain out the water and dinners ready! I usually let the horses eat right out of the tank-it saves on wasted hay getting trampled into the ground, no wet feet from standing on wet hay and no mud on the ground!!
