Kim, I am so sorry you have found this result.

The actual source of regulation in Canada around this issue would be the Canadian Food Inspection Agency. If you are in Canada, go to your local CFIA office or you can go on the web to: https://www.inspection.gc.ca/english/toce.shtml.
You can do a search on Piroplasmosis and find a number of documents.

A few months ago I was told that Doctor Debbie Barr is responsible for regulations around horse imports into Canada; she might be a good person to try to talk to. If you go onto the government phone director (https://direct.srv.gc.ca/cgi-bin/direct500/HE) and do a search for her, you will see her phone number.

Good luck.

update
As of 4pm my beutiful horse has been found negitive on all samples done three times. I am so relieved but also alittle worse for ware.
I think this could be a good lession to trust the system and beleive in god.
This whole process lasted one and a half months.
thank god it is over .
The most important lession I have learned from this is to always get the correct blood work when bring a horse in to the country of canada and the USA.
