  Discussion on Severely Cracked Skin on Croup area

My 9 year old Morgan has baseball size areas of skin that are cracked all the way to the subcutaneous skin ad extremely painful to the touch. They start pea size and raised, next phase is a dime size patch of missing hair, then spider vein out and crack deep within a couple of days. The entire area will peel up and come off. He has been allergy tested, gets shots, and I avoid what he is allergic to. This happens every August and September. He rubs off other areas of hair from itching but this is the only part of his body that cracks. Could it be saliva from some insect? I put human cortisone cream on affected area to stop the pain and it helps to heal area. I have tried every equine product there is to no avail. Help! What do you think is causing this every year?

The areas that peel up, are these essentially scabs with the hair embedded in them?

No, the skin is still soft and pliable. It looks like parched dry mud cracks with pink at the base, yet the skin still feels like it's living and getting blood supply. It hurts him so much that when I apply the ointment, he tucks his hind qtrs in and lays his ears flat back.}}
