My [delicate flower] horse has developed a number of small, hard bumps under her chin going up to her throat. Some of them have small scabs on them, and they don't seem to bother her. She also has two similar bumps on her neck. She seemed to enjoy it when I gave them a bit of a scrub with the hose before I put some skin salve on them. She has has her flu/rhino and strangles vaccine (and had a bit of a reaction), has just been dewormed with Quest Plus gel, and five days ago moved a new barn. She has NOT had the 3-way/West Nile vaccine yet. Is it likely that these are bug bites? It seems weird to me that it's so localized to her chin.

Hello Vanessa, There is not enough information in your post for us to guess what this might be or not. Have you seen biting insects in this area? It is not a typical spot for fly bites. It is the nature of the bumps that is important for creating a rule out list of possibilities. For instance some skin diseases develop scabs that first feel like bumps as in Dermatophilus (see article). If you like take some clear images and post them that may help us. DrO

I tried to take some photos, but didn't have a lot of luck. Here's a link to the ones I was able to get (too large to upload): https://imgur.com/a/Qodcp , you can see the brown "beauty marks" most clearly in the 2nd photo. The bumps sort of look like a mole? I scrubbed and picked a bit yesterday, and they come off like scabs. There is some heat in the area now and the bumps have been present for a week. They vary in size, and range from her chin groove to her jaw with a greater density of them by her chin. There may be some swelling/fluid in the area? I thought initially there was, but convinced myself out of when I looked at some other horses and decided that's just a fleshy area.

They look like small scabs (erosions or wounds that have crusted over with clotted blood) but that does not diagnose the cause. DrO

Is your horse out on pasture? If your horse is grazing for a period during the day, it could be tick bites. Ticks hang on grass blades and quickly adhere to the underside of the jaw.
